Skin lightening products inhibit the body’s production of melanin, the pigment that plays a role in determining skin, hair and eye color. These skin lightening cosmetics have been used around the world for years, by both men and women – not only to lighten their complexions, but also to fade freckles, blemishes and age spots, and to treat acne. Uganda banned the manufacture, import and trade in cosmetic products that contain hazardous chemicals like mercury and hydroquinone in 2016 due to the risk they poses to human health and the environment. However, the skin lightening creams still enter the country illegally, and continue to be sold on black market, especially online market space beating surveillance system.

BiVA is investigating online market places in Uganda to establish the availability and trade in these illegal consumer products. The report of this investigation will be used to influence policy on the management of online transactions, and enforcement of the regulations of online platforms in Uganda.
